The federal government has launched a Web site explaining the new “cash for clunkers” program, but all of the rules are not posted yet. The site, www.cars.gov, offers information on how the process of trading an older vehicle for a more-efficient model will work, and urges customers to call dealers to see if they will register for the program.
Congress sent the $1 billion measure to President Barack Obama for his signature. The program should put $3,500 to $4,500 in the pockets of about 250,000 people trading in older gas guzzlers for new, more environmentally friendly vehicles.
